Metropolitan District General Explanation

The Serenity Ridge Metropolitan District No. 2 is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, traffic and safety controls, drainage and stormwater quality improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Consolidated Service Plan for the District (and for Serenity Ridge Metropolitan District No. 1 which has been dissolved) approved by the City of Aurora, Colorado on August 4, 2003, as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City of Aurora, Arapahoe County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City and County do not provide.

The District may incur a maximum debt of $18,200,000. Ad valorem property taxes and other legally available revenues may be used to repay such debt.

The District may assess a maximum mill levy of 45.29 mills for all purposes including to repay such debt. This mill levy may be adjusted if the laws of the State change with respect to the assessment of property for taxation purposes, the ratio for determining assessed valuation changes, or other similar changes occur on or after May 1, 2003.

The District must file an Annual Report with the City of Aurora, the Division of Local Government, the State Auditor, and the Arapahoe County Clerk & Recorder.

The District boundaries overlap with the boundaries of Cherry Creek School District 5, Arapahoe County, Developmental Disability, City of Aurora, Regional Transportation, Urban Drainage & Flood Control District, Urban Drainage & Flood (S. Platte) and W. Arapahoe Conservation District.

The following process is in place for matters of an emergent nature, which is defined as matters that are urgent and require prompt attention which cannot wait until regular business hours due to the potential to affect the health, safety, and welfare of the residents and property owners in the District or the integrity of the public improvements owned, operated, and/or maintained by the District. Matters of an emergent nature do NOT include emergencies, which should be directed to the appropriate emergency personnel by contacting 9-1-1, or matters which can wait until regular business hours, which should be addressed via any of the methods available on the "Contact Us" page:
